House Committee Approves Green Building Bill

The U.S. House of Representatives’ Financial Services Committee marked Earth Day last week by giving a green thumbs-up to legislation that seeks to make homes and other buildings more energy-efficient and affordable by providing sustainability incentives to lenders and financial institutions. The bipartisan GREEN Act (Green Resources for Energy Efficient Neighborhoods) now moves to the full House for a vote. The proposed legislation, which enjoys broad support from builders, developers, architects, real estate agents, businesses, and environmental groups, contains several provisions prompting the federal government to lead by example. “The GREEN Act will forge a new path for achieving energy and cost savings in our nation’s buildings, homes, and offices,” said Representative Judy Biggert, who co-chairs the Congressional High-Performance Building Caucus. Today is the 40th Anniversary of Earth Day! As we look back over the last four decades of environmental activism, we can see the progression of environmental regulations that have resulted from our increased knowledge and understanding of our relationship with the Earth. It is difficult to imagine in today’s world, for example, that forty years ago no federal laws barred companies from releasing toxic chemicals into the air and water. As we prepare for the 40th anniversary of Earth Day, people around the Country are reflecting on the improvements made since the first Earth Day in 1970. San Diego, CA residents remember thick the smog used to be, causing their eyes to burn and their chests to pound after working long hours outdoors. The air and water pollution was so intense that even on the sunniest days, people would stay out of the ocean and inside the safety of their air-conditioned homes. The awareness from that first Earth Day has resulted in steady improvement in both air and water pollution in the San Diego area, even during the large growth and development that the area has experienced over the last four decades.
